what else does it do

Does having a high diplomacy level help your relations with other civs? Other than helping get better trades, what exactly does more diplomacy do?

Also, I've wanted to get one race to go to war with another, but on the trade screen when i click on "attack" that other race's name does not appear at all. So how do i get them to decalre war?

I doubt that was an intentional typo - but it is very appropriate.   

Diplomacy itself doesn't affect relations directly as far as I know, but it does mean you get more positive relation effect from gifts / bribes etc.

You don't. Most likely the two races are friendly (sometimes only needs to be "warm") or they have treaties between them.

If you can get one of the two races to "finish off" another AI (third) this will hurt the general diplomatic position of the AI that delivers the coup de grĂ¢ce. You can then often get them to declare war on a former friend. Try leaving only one planet behind from an enemy AI right next to their space and ask them to go to war with that AI. Worked very nicely for me, when I wanted the Torians and Altarians at war with each other.

If you look under the "Report" or "Stats" (I'm not sure which one) tab when you have a high diplomatic ability compared to theirs, you will see "+ Our Diplomatic Ability". I think it does directly affect relations.

That's a fair cop - never noticed that relations modifier before, but just checked on my current game and you are certainly correct. Just shows what I know
