Help with Campaign mode - how to make an alliance?

Make sure you have the Alliance tech, and establish as many trade routes as you can with them. If there are any negatives shown in the foreign policy screen, try and eliminate them. That should get you to Close relations and allow to you set up an alliance.

what do you mean by negatives?
i establish as much as i can with them and its been like 20 turns and i still cant mget an alliance treaty goin, and yes i already have the technology

Check Foreign relations window, Relations? (the third) tab. There you'll see what makes them happy about you (pluses), and what makes them dislike you (minuses). Get rid of as much minuses you can and you'll get an alliance. In my campaign it was just my low military.

Just giving them loads of stuff isn't always enough. They get tired of gifts after a while. You can't just 'buy' friendship, you have to earn it.

Try giving them your economic/research treaties, and setting up trade routes. These both increase relationships over time. Also, it may well take more than 20 turns to befriend anyone, you have to be more patient. As Iztok says, having a larger military than them also makes them more likely to want to befriend you. Increasing your diplomacy ability helps too.

What is your current relationship status (Neutral/Warm/Friendly/Close)?

ok thanx alot for the tips kryo, iztok and no118 i m pretty confident i can pass this level, i have establish trade routes and gotten my diplomacy increased and have tried to get rid of all the "Negatives".

iam up to "Close" relationship status and there is only one negative which says "..we know what you are doing.." and i dunno how to get rid of it, hopefully with afew more turns and patience it ll go away and then the alliance treaty opens up for me to pass to next level
