Espionage Report Level: Advanced

That's the answer I'd like to hear too. However you don't need to have advanced espionage to steal tech with a spy, just to have a spy there.

If you have advanced espionage, you don't need to put another spy on the race in question. At that espionage level, you'll occasionally steal techs regardless of what you spend on them. Of course, feel free to put spies in to shut down their improvements if you're playing Dark Avatar.

ok so the way I understand it.

For Dark Avatar games:
We invest in espionage per race. From Low, Medium, High and Advanced levels.
At Advanced, periodic stolen tech is obtained from that race.
Meanwhile I could put my spies to work on other races, but have to start the espionage level from Low, Medium etc etc.

In order to invest, we need to place spies in an opposing race's planetary structure right? Like Factory, Research etc. Other than shutting down the use of that structure, does it matter which I choose?

I always thought you had to place spies on races. I tried banking my spies and they didn't learn anything or stole anything till I placed them on another race's planet.

Another question - putting spies on structures that are being constructed will slow it's construction progress I presume.

Spies nullify the OUTPUT of whatever tile you put them on. Ideally, you place them on the most valuable tiles in the person's empire if you're trying to slow them down (trade goods, capitals, bonus tiles, etc.) and on less valuable ones when you only want to build up intelligence (since they'll be less likely to get rid of spies placed on irrelevant improvements). I don't believe spies on structures that are under construction will do anything until the structure is built.
