Can you figure out what gives a planet high IP?

There is an alien planet that has a much higher IP than any of my planets. Is there a way to figure out what is giving this planet a high IP?

If you have high enough espionage level with the alien race you can go to the planet screen and mouse over the IP number displayed. It will give you details of where the IP is derived from, like you can do with your own planets.

A mouse over shows influence = 95 from planet plus more IP from other factors. Does '95 from planet' mean this planet will always have a base IP of 95 that is not dependent on circumstances on the planet?

That's VERY high. Usuall numbers are in range 10-20.

Just in case you're looking at a minor race's planet, don't bother. They can't be culture-flipped.

Regardless of any IP value they may have, they never actually generate any 'borders', so they'll perpetually be under someone else's influence (and thus, very easily flipped in most cases if they weren't immune, and effectively pointless as such).
