Is it possible to move a starbase?

Is there a way to move starbases? I built some influence starbases without realizing they have to be close to another planet to actually produce any useful influence.

Sorry, starbases cannot be moved.

I see you also can't decommission them. I guess it doesn't matter since they don't seem to be costing me anything for maintenance. I find that quite puzzling. How can you have a starbase that doesn't require maintenance costs?

Presumably because starbases increase production, and some of that increase would be used to maintain them.

I can see that applying to an economic starbase but would an influence starbase increase production?

I'm pretty sure tourism income is based on influence (at least partly so), so increased influence would also increase income.

By 'production' I meant whatever resource is increased by the various types of starbase. Just about everything can be reduced down to a factor of income.
