New(?) Treaty Idea -- Basing Rights

Good idea?

What if you could negociate with your allies for the right to use their planets and starbases to extend your range? Rather than a permanent thing, it could be on a yearly or biennial basis, and automatically abrogated if the alliance desolved.

One possible issue: you need the ability to make it clear to AI players how unhappy you are with their bases being used to attack your territory. Hmm...

I thought planets and bases of allied races already did that? Have you checked the range after forming an alliance or after declaring war?

That doesn't seem to have happened in my games...

Of course, I have been known to be wrong...

Good suggestion. I'd also like to see an implementation of the ability to negotiate the exchange of chartered space or starmaps Civilization-style and of course, my all-time favorite, the "get the hell out of my territory with your ships/starbases or else"-option on the diplo-screen.

Maybe an option would be that a civilization could choose to dissolve their civilization instead of durrendering it. This would mean if they chose to dissolve their empire then the Civ with the highest Influence points would automatically receive that planet/ship/starbase.
