You don't, but they'll repair themselves eventually.

Starbase repair rate is a curious issue... due to the fact that a starbase would actually need to win a battle in order to end up in that position!

Starbase defences is quite a big investment to make for somthing that falls behind so quickly in a game, I never use them.

I only use them near my homeworld to increase trade revenue, and at the end if i need to reach worlds. I never put weapons on them though.
