Help editing the Ability Bonuses xml

I would like to try to edit this file to change the sensor cost in order to fix the fog of war problem. However I don't seem to understand how to do it. I found the file and my computer warned me that editing this file was potentially bad for the program but I ignored the warning and tried to change the numbers under sensor cost and could find no way to erase the numbers and replace them with zero. Anyway I'd like to play this weekend and wouldn't mind trying to edit the file. Any help would be appreciated.

Have you tried opening the file with Notepad?

Your computer might have just used Firefox or IE (like mine.) Try using a text program as Tasty Gerbil said.
