Cntrl-N?

I seem to recall reading a post a month or so back where someone said that using the Control-N feature to respawn a galaxy reset your opponents to a lower intelligence level. Can anyone confirm or deny this for me? Am ramping up my foes intel level for my next game but need to use my Cntrl-N feature to get a decent starting point. Thanks in advance for your help!

It happened to me once in DA even when I didn't choose to randomize intelligence. I wish there were info in the actual game that show what intelligence level each opponent is on in the Foreign, Report screen.

The Ctrl-N bug happened in the campaign. I personally experienced it and I hated it, but this was before 1.50X.

I've had this bug just recently also. Got a year into a game without encountering any of the AI races. I've been playing random everything with slow tech on gigantic, so I didn't think it was odd. Then 6 months later, I met the Drengin, and they hadn't left their home system yet... At which point I saved and did a Ctrl+U only to see there were 7 other AI players in the same boat.
