Post Recent Patch - Tech Tree Diminished?

I started up a game that was started before the recent patch. Everything seemed fine and I saw new stuff that the patch fixed so I knew the patch was working. And I had my full tech tree. Then a few years into the game, my tech tree became truncated!! For example, quantum torps are the farthest I can research. Blackhole stuff is gone!!! Most of the higher level techs are gone. What happened?

Are you playing the campaign? Techs are limited in much of the campaign.

no. regular game. but out of nowhere it returned. sad too, because in that time my enemies got blackhole stuff i needed. have to start a new game.
