Changing Maintenance Percentage for Ships

Is there anyway to change the default 2.5% of ship cost for ship maintenance to something else? If I'm playing a custom game, I would like to be able to MOD this value. For me, It would be better to have it around 0.5% or 1.0%. I think it should be modable...

Anyone?
