Are resolutions ever resinded?

I was looking through previous post but for some reason the search feature stopped working so I'll ask it here:

Are United Planets resolutions ever rescinded? In the beginning of my current game a law was passed that limits the number of modules on all starbases to a maximum of two. Since it was quite early I only had one SB with more modules and a couple of others with just one or two, and now I'm prohibited from expanding them unless I leave UP. I'd prefer to stay in for the trade routes but if th law's in effect for eternity I'd probably be better off by leaving.

Unless it was one of the ones that specifies a time limit in the issue, it's permanent.

Or at least permanent until the same law gets voted on again with a different result.

I gotta admit though, that is one DUMB law. You basically can't do crap with starbases like that!

Has anyone ever left the UP? If so, what actually happens? Oh, and they really do enforce their resolutions? I don't know... I had the 'protected freighters' resolution come up and it was agreed upon, but yet any civ at war with me still seemed to be able to follow my trade vessels and blow the crap out of them at will without repercussions... is that normal? Or how about the penalty for being at war resolution? It strikes me as odd that if someone declares war on me, I am hit with the penalty as well. That just shouldn't be. My economy is already taking a hit with war, so why should I pay a tax on something that wasn't 'instigated' by me?
I know I ranted earlier in the pirates thread with regards to leaving the devs alone and just dealing with what is in the game but when it comes to the UP... it is still a very lacking feature that either needs to go the way of the dinosaur or some serious tweaking might be in order to make the UP actually FUNCTIONAL. It isn't an option that can be checked to turn on or off, and yes, you can leave it... but at what cost?

Yep once due to a law of keeping the imperial gov which I do not like so I could change to a democracy instead. However what happens you lose all your trade to other races but for some reason the few other races kept trade routes with me. I guess you lose your routes but they keep theirs to you. Which was also a factor that I ended up in a war with three races similteanously still won that one

It would be nice if you got notified in advance what the resolution was to be voted on so you could decide if you should actually try to acquire IPs to get your way (like no to the starbase law).

Yup happened to me. Could not trade with anyone. In away it made my position stronger than weaker I believe. The loss of trade was ok but a space empire can function without it. The Dregain swallowed up the Altarian, Torians, and Aceans so it was just down to us two. No great loss the UP is as about as useful as the UN (which is as useful as an inflammed appendix). The werid thing is I won an influence victery on that. They had voted that 2 module law. Its a net gain when they do it. I will trade trade for a steady reliable income.
