What is the Second Habitation Tech Supposed To Do?

It is really expensive and I was expecting it to improve the quality of my worlds that require that tech (like toxic worlds for the second toxic tech), instead it has no effect I can identify. It is not mentioned in the description or manual, so what are these second tier techs supposed to do?

The first tech only gives you 50% production on the planet. The second tech takes the planet to 100% production.

Aye. The first tech lets you plant your flag, the second actually lets you do something useful with it.

Best result i have seen so far after getting the second tech is a 1 tile improvement.
Hardly worth the effort. I will say though, i did already have the Orbital Terraformer so maybe that offset the benefits of the second tech. If this is the case then the second tech is even less worth the trouble.

Have i missed something or is this a known bug?

It's not in terms of tiles.

With first tech each building on a tile is only operating at 50% capacity. With the second tech, they can operate at 100%.

Ahh ok. Well i hadn't paid much attention to the production changes after getting 2nd tech. Thanks for setting me straight.

I can't actually build anything on my colonized 50% production planets. It just says 'Never' for everything. Is this normal?

You need to increase spending (boost the social production slider) or rush-buy some industry to get things rolling. Because you're getting only half as much production for every bc you spend, you need to make sure enough money is distributed to the colony.

If all else fails, redirect some asteroid bases to it.
