From a Newb: New Content

In the game you get random events. It's nice that they are random, but I have only seen like 13. I am cool with that but if you play LONG games like I do you start to see the same thing over and over and over again. My question, can they add content to make new events happen?
Also, in the Galactic government, again in long games, they tend to repeat suggested legislation. Is anyone working to add new stuff to this?
as an aside, I have a massive majority and I get what I want. In one legislative vote the question was to add more trade routes (I was currently maxxed out), and I voted for 4 more. But, the game never added them.
