HELP!!

I've been playing DA now for over a week. DA now has 1-3 class planets that are vertually useless to begin with. however, you can upgrade them. My problem after another empire takes that planet and you retake it, it looses the class ex. Jagged Edge appears and takes your planets. I retake them they go back to the origional class 2 planet with no upgrade option and only two buildings. Also low class planets for me don't seem to grow population wise. I'm approx 6yrs into the game and planets that I colonized with 500 million people still sit at or withing 100 million. Can any one help or has anyone found a solution or is this a bug that needs to be fixed.

also it seems higher class planets don't show upgraded class unlike the origional version ex. in Dread Lords class 11 planet origional might show as class 15 later in the game after being upgraded, in DA that same class 11 planet always shows class 11 and will loose any upgraded terraforming upon being taked over please explain.
