editing race config file ?

I am having issues editing race config file but only for the terran allaince, what i wanted to do was make it so that all the races start out with no technology at all.

I was able to do this with all the races except for the terran allaince. it seems that no matter how i edited there stats they stayed the same ?

I even just delted the whole race config file out of the game, whcih removed all the races but it seemed the terran alliance stayed int he game ?

I was wondering if any one knew how to edit the race config for them so that it actully changes ?

I would just edit files them removing the tehcnology so they look like this

this seemed to work for all the races like i said except for the terran alliance ?
