Can someone explain research flasks, and budget spending to me?

Ok... So I'm trying to learn the game, and I have a question on something confusing me.

I started a brand new game, so I've done nothing at all. I wanted to see how the budget on research, military, and social work.

So I set Research to 100% spending. Then I click on Earth and check my buildings. The main building that's there by default gives 24tp, but for some reason I'm getting 28tp for that planet... Where are the other research points coming from? I'm just trying to figure out a good way to budget between the different areas, so that I can be efficient. I'm really bad at these games, so it takes me a while to figure it out.

I just can't figure out why a planet with 24tp in Research total, is giving 28tp...

The game has somewhat unusual model for building and spending. Your buildings give you potential to do building or researching, but the actuall amount you set with the funding you allocate with sliders in domestic window. If you'd set all to maximum, you'd be funding each one field with 1/3 founds, and hence utilizing existing buildings' capacities by 1/3.

The produced output is then changed by bonuses you may have: from race abilities, from technology, from planets, specialized tiles, galactic resources, starbases. You still have to pay for production from those bonuses, but only 50% of costs. So with bonuses it's entirely possible a planet with base production of 24 science points can produce 100 or more of them.

I asked about the confusing aspects of the budget system recently. Apparently, they tried for something different, but it became too complex. The devs eventually developed the current system to simplify things. So if it feels weird, thats ok. It wasn't their first choice.

Oh, that make sense now. I never took into account my bonus from the race I'm playing.

I had a 20% bonus to research. So I've got 24tp + (24tp * .2) = 28.8

I assume the number is always rounded down? Otherwise it should be 29.
