Relaunching gives full movement points (bug?)

In a new game when I move into my planet with a ship and relaunch it it has full movement points, is this as intended or a bug?

Also Basic factory description reads up to 8 manifacture points while the basic factory effect is up to 4 Manufacture points ? (Or does it get 4 for millitary and 4 for social?)

I noticed the launch bug as well.

I had a ship with 1 movement speed that was 1 move away from a planet. I accidentally moved it to the planet. I was then able to launch the ship, and it still had 1 movement point.

I cannot reproduce this problem.  I have not seen a ship after being put in orbit get its moves restored (unless you end the turn).

For clarification:
Placing a ship in orbit does not cost a move.  Neither does launching the ship.

So if you have a ship with 4/5 moves, place it in the planet, and then launch it, it will still have 4/5 moves.  Murrdox's example is working as intended.

If you are observing any behavior other than this (like the ship being restored to 5/5 moves) please verify.  If you have a saved game that demonstrates this problem, please zip it and send it to [email protected].

an interesting anacdote... in galciv1 sometimes i used to be able to 'trick' terror stars into increasing their movement capacity by putting them in fleets.

I was very suprised recently to see this same trick work in DL when i put a ship with 1 move left in a fleet, then the fleet moved 10 squares!! I havn't been able to repeat this though.
