A few questions

Starbase area of effect
Is the affected area of starbase modules the illuminated circle (the 17 parsec diameter) you see when the starbase is affected, or is it something else? For example, if I install factory upgrades to an economic starbase, do the module benefits extend to the edge of the illuminated circle and thus to any planets inside of it, or is it a smaller range, and if so, what is it?

Starbase attack
Do starbases with attack capability auto attack any enemy fighters within their range? If so what is their range (see above)? If not, is there a way to manually command the starbases to engage specific ships?

Alliances/Foreign Relations
What must be done to secure a status higher than friendly with alien races. I've played 5 games so far on different maps with different numbers and races of opponents and While my status with them at any given time is usually neutral-friendly, even in cases where I only have positives in my favor on the relations report screen I still cannot coax the AI to get 'close'.
If Species A is allied to both Species B and C, and B and C declare war, what does A do? How is this determined?
If two races are allied, do the remaining races take that into account when deciding to declare war? Ie, If the Arceans and Terrans are allied, and the Yor want to declare war on the Terrans, will it look to see who else will be drawn into the fight and adjust its strategy accordingly?
If A and B are allies, and C attacks B, and then A joins, can A later make a separate peace with C, or does A need to wait until B makes peace with C? If A doesnt wait, will that break the alliance?
If you convince a species to make peace with another, is there a minimum amount of turns that the species will refrain from attacking, or can they make peace and then re-decalre war the next day?

Yes, any tile completely or even partially within the circle will get the effects of the starbase. Mining stabases give their ability bonus to your entire empire though, regardless of the radius.

Do starbases with attack capability auto attack any enemy fighters within their range?


No. Starbase attack is simply the weapon power it will have to defend itself with if it is attacked directly. Starbases do not suppress enemy activity within their radius.

Starbase area of effect - Includes only the illuminated circle, and this never expands. This is true for all economic, military, and influence starbases.

Starbase attack - The starbase's own weapons only fire when the starbase itself is under attack. The attack and defense assist modules, like Beam Assist, add to your starships' stats within the area of effect.

Alliances/Foreign Relations - I honestly don't know what causes races to become 'close'. This has gotten so difficult and apparently random that I just ignore the possiblity of alliance victory. Because of that, I never ally with other races, either - hopefully somebody can give you a good answer about these things.

As far as making peace, however, there doesn't seem to be a minimum time between peace and redeclaration of war. I have seen factions go back to war on the turn after peace was declared.

I thought that was the case for starbase area of effect, but I doubted it because in the information section on the starbase there is a 'range' listing and it usually has it as something like 3.8 pc. but there's another listing of 'area' at 15 su. Just trying to clarify. Thanks for the help.

I think starbases should be able to attack ships within their range, logically a well armed starbase wouldnt sit on its guns waiting for an enemy to attack it.

I hope someone else can provide information on my foreign policy questions.

My confusion on starbases is that if I double-click on one, it'll show zero maintenance, but on my finances screen there's a line with a cost for starbase upkeep. Eh?

As far as getting close relationships with other empires, I always am sure to build diplomatic translators and NEVER trade them to anyone, this gives you a pretty good bonus to diplo, which will increase you relationships. Of course trade helps as well. I usually concentrate on diplo research and trade and can usually maintain friendly or better relations with all empires. In the early game if you do this you won't even need a military, but it is a good idea to start building one so you don't fall too far behind. If there is a militarily powerfull civ that you just cant seem to get to like you, try giving them an econ or research treaty (if you havn't given it away already) as this always improves relations, and if you have better diplomacy than them (which shouldn't be hard with diplomatic translators) you can get some pretty sweet stuff in return. Thats my strategy anyway, concentrate on diplomacy and trade, being sure to build diplomatic translators and don't give them to anyone etc, and giving gifts can boost the relationship to close if you can't seem to get it there. This strat can leave you vulnerable however (I got the pirates mega event once and my whole economy starbase infrastructure was destoryed, wrecking my economy, I started building a more moblie military after that point) but if you can maintain freindly or better with all civs you direct the course of a lot of what happens in the universe.
