DA : issue with scrollwheel in tech screen

While in the technology screen I tried using the mouse scrollwheel to zoom out and very quickly ended up far, far away in the bottom right corner. I had to click and drag 6-10 times to get near the actual technologies, and this was at the maximum zoom-out level. Zooming in seems to work fine, centered on the pointer, but I can't figure out what zooming out is doing.

This is on Vista, if that makes a difference.

Same here (no Vista). As soon as I try to zoom in/out in the tech screen, I quickly end up getting completely lost and have to click on one of the techs to re-focus.
Especially since zooming out and immediately back in (without moving the mouse) doesn't get me back to where I started. Quite confusing.
