No Ship or Planet textures

I had played this game before with out a problem, everything worked and looked great. I had to uninstall it to allow room for other things on my hard drive, since then I have bought a new one. But the problem is that when, after reinstalling it twice, I go to play the game the textures for the ships and planets are not there, and in the background you are able to see different shades very close to black and the stars in the background are incredibly blurry. I am unsure of the problem, and I have been on the forum for 2 days to find a post that has similar problems but either I didn't look hard enough or there isn't one. While looking through those forums, I notice that people ask for the debug.err. However when I go to look for this file in C:\Program Files\Stardock\Totalgaming\GalCiv2 it isn't there, I looked in all folders within this folder as well and didn't find the debug.err file...

The only reason there wouldn't be a debug.err that I can think of is if you're using windows under a limited user account. If this is the case, run the game under an administrator account and a debug.err will be generated. We can't really help much without that information in the debug.err.

You know, you make practically death threats in the manual and read me and elsewhere about the video drivers needing to be updated and yet..here we are.
