How can I turn off autoupgrade planetry improvements?

In options screen there is no option to turn off autoupgrade of improvements how can i do it?

On the planet screen, click details, then governor. It can only be set on a per-planet basis.

On the planet screen, there's a button labelled "Details" down below the build queue. Click that, then click on "governor", and uncheck the box telling it to automatically upgrade.
