Race customization question

What happens when starting a new game and configuring the other races (aggressiveness, abilities, etc)if you don't change any settings?

In other words, If I'm plying against the Terrans, and I leave their ABILITIES tab yellow (unchanged), do they get NO abilities? or do abilities get selected for them during galaxy creation?

Aggressiveness defaults to 50% for all major races. Finances and Natural Abilities depend on the difficulty level you set.

AFAIK the AI does spend leftover points on abilities, as well as choose its own political party.
