Super Manipulator Question

So I've been hearing about the Super-Manipulator ability and was just wondering if anyone could clarify how it works. AFAIK it make you better at persuading other civs to go to war with each other. If any one could give me details I'd be very appreciative as I usually concentrate on a high diplo low military style of play, and have found that starting wars can be an extreemly effective tool.

When I played the Drath, it seemed to cost less money to bribe other races into war with each other. I suppose that is what the skill does.

I've enjoyed playing as the Drath Super-Manipulators. It definitely costs less to bribe other civs to go to war.
In general, it's cheaper to get a civ to go to war with someone they already dislike and outclass militarily.
One fun trick was getting someone to declare war on the Altarians - then all the good civs declared war on them for free!

Is Super Manipulator better than the cost reduction you'd get for the same thing as a Super Diplomat?
