Repair modules?

Out of curiosity, can repair modules be fitted in Starbases like in Galciv 1? The manual implies this is the case, but I don't think I've ever noticed the existence of repair modules.

If they don't exist, can it be modded into the game?

I think repair modules would make a healthy addition to the game but whatever.

I think that there was a sample mod by Stardock that added them.
It was a long time ago though.

There are none in the base game, but they can be added by modding in a module with <StarbaseAbility>RepairAssist</StarbaseAbility>.
