Creating Alliances

Howdy everyone....this will be my first post after reading through the forums for a couple weeks.
I'm finally getting the hang of this game. In my current situation, I started a couple wars, but now I'm getting a little sick of fighting and want to make an alliance with the last remaining race. However, I have no idea how to create one!
Can anyone help me out?

You need to get your relations to "Close" The best ways to do this are to have a larger military than they do, have lots of trade routes to them, and to just give them stuff for free. Eventually your relations should get there.

must they have the Alliance tech also ? Or only you need it ?
