how do i write a description for my custom race please tell me

Find the file Custom Race.raceconfig (or something similar if you named it otherwise when you saved the race in-game) located in My Documents/My Games/GalCiv2. Open it up with a text editor and change the text inside the <Description> </Description> tags to whatever you please.

FYI, you do have the option of setting this through the in-game interface in Dark Avatar so these steps are not necessary there.
