Eyes of the Universe and Plague event

In my last game, I had the Eyes of the Universe when the plague broke out. So after 4 turns on 100% research, I had the plague cure

All seemed to be back to normal however the sensor range on my ships, planets & starbases no longer benifits from Eyes of the Universe.

I have a saved game of this situation, first pirates appear, then the plague breaks out, then those Knife people take over 10 of my planets... wonder what'll be next...
