Governors

Somebody tell me how governors work in this game, cause other than my home planet I don't see any other planets I can re-direct ships?

If you're talking about the rally point governor, you first need to create a rally point using the button on the left side of the main screen interface (looks like an arrow pointing down at a circle). Once you've placed a rally point, then you'll be able to assign planets that rally point, or change the rally points assigned to ships based on which one they are going to (or not) already.
