No AI Fleets

I am currently playing a gigantic size game on the 'Tough' difficulty level. I've built a few fleets, and started attacking the Terrans. But when I started attacking, the AI did not organise his ships into fleets. They were all on the same tile (without moving for a few turns), and so my fleet attacked them 1 by 1... I decided it was a bug, but now I am attacking the Archeans, and they are doing the exact same thing...

Is this a bug, or is the 'Tough' AI level not to bright?

PS: I am still playing V1.0...

Changer, in case you are not aware, there have been many revisions and updates. We are now up to version 1.4.

The AI does seem to be slow in forming fleets - have also caught them with stacked ships, and noticed on many occasions with my scouts a dozen or more stacked on a tile, and remain like that for a long time. Now when I spot them like that, that Civilisation are history   

More often than not they form proper fleets, it does seem strange tho when that happens (using GalCiv 1.4X)

Ive seen it happen less as the game gets patched.

The AI is pretty sound these days.

Maybe the AI knew that if even when forming a fleet you would of been able to defeat its fleet. In fact if their ships were wide apart, you would have to spend more maneuvaribility to pick them apart one by one, that can be in itself a strategy.
