A more productive approach to declaring war:

I found that many people wanted the declare war option. Well, you always had it:

In a recent game I was upto 2228 july 7. I was mostly the galactic trader and had good relations with everybody except the drengin who were the top military power and their yor allies. Mostly because I was pretty much used to exstracting tribute from evil races(i am good via xeno ethics). I knew they were going to declare war on me so why not beat them to it. I sold it to the altarians(opposite ehtical alignment to drengin, no trade and recorded war)who gave me singularity drivers III(corect me if I'm wrong but thats a pretty decent tech) for it. Basically I was at stinger IV and focusing on more peaceful techs and was on omniscience. For the record:

FYI, there is a 'Declare War' option in DA as well so you can do it directly without attacking.

Yeah, this is a good idea if you don't mind the negative diplo hits for starting wars. I have used it myself at times, although typically only when I play evil.

A similar trick is to get someone else to pay you to declare peace on someone you are at war with. Note, you can declare peace with them even though the initial 8 turns of war hostility has not passed, so you can't talk to the AI you are at war with directly. This is the best way to start and stop wars in the same turn.
