Non-cheating AI

First off, let me say I anxiously look forward to playing Galactic Civ and have ordered my copy.
As a strategy game fanatic and a member of the RT challenged sect, I continually search for turn-based games which are fun and also field an AI which can give a player a challenge - legitimately, as in 'does not cheat (least detectably). I find this is an extremely rare breed, however. Most games need the AI to be boosted up considerably with various advantages to offer a contest once the player gains an understanding of the game mechanics and concepts. This quickly becomes an exercise in gaming frustration. No AI advs = no contest, an uber AI = feeling akin to playing a human RT wunderkind. Not fun (:( . So your heralding a competent and non-cheating AI, a level playing field was welcome news indeed

Now, to the heart of it. In browsing the threads I've read the AI begins the game with knowledge of the quality and location of all the planets, while the player needs to search for them. Is this true?... On all but the smallest of game maps, how does this not amount to a large dose of AI cheating and player frustration ? Is there a way to strip the AI of their omniscience? If not, could there be such an option in a future patch?
In any event, I truly wish Brad and Stardock all the best on GalCiv's imminent release and look forward to getting to know your gameworld. Even if the AI has a strong leg up on the player.
