The shutdown should only happen when you reach -500bc(maybe different amount at higher levels), then after it pulls back up all production should start back up as normal. If you've gotten your economy in a situation where your losing enough to drop below the shutdown point the next turn after each previous shutdown, then your getting production only every other turn. You'll need to remedy that asap to stay competitive.

One of the very first lessons you should learn when playing this game is not to go into debt for a long time- or at all. Your success in the game will, to a great extent, be defined by your ability to manage your economy. I can only think of one reason that you had neither research nor manufacturing capability with money in the bank. Have you doublechecked the production sliders? Have you focused everything on the military? If so, raise your research and manu up, and things should start being built/researched again.

Another slider to check is the Industrial Capacity. If it is a zero you will not get production.

Make sure you are playing on the latest patch as well. IIRC there were some issues with this 1.2 and prior.
