Asteroid Mining bases v. Starbases

I thought that I had read somewhere that starbases could now turn on you as a result of influence, like planets.

I see that mining bases do this, but can this also occur to starbases where your influence gets overshadowed by another race?

Personally, I was very much looking forward to this situation and thought it was a neat turn of events to counter the influence starbases themselves, but also as another use for them too.

Is this accurate, and if not, any hope of it becoming a part of the game?

No, starbases do not culture flip.

Starbases can be used to flip planets.  The starbases themselves will not flip.
Mining bases (on asteroids) can be flipped, but will not help you to flip planets.

There really needs to be a non-violent way to get starbases. Maybe a spy action?

There is.

1. Build them.
2. Purchase them.
