Bug? Counter Espionage center doesn't remove spy

I'm playing on a gigantic map started in version 2, upgraded to 2a. Reasonable early into the game I got a (mega?) event which placed a spy on all colonized planets (mine and AI players). At the time I already had about 60 planets, and I am busy training spies to try and remove them. Then I noticed the counter espionage tech which gave me the Counter Espionage Center planetary improvement. So I started building this on planets which still have a spy (around 45 at the moment) but when these centers are completed they do not remove existing spies. Is this a bug or working as intended?
It seems rather unlogical to me that when you builed something that protects the planet from spies, it doesn't remove existing spies...
