Tool-tips go off-screen near screen edge

Here is a problem I noticed relating to the tool-tips: If a tool-tip is displayed near the edge of the screen part of the tool-tip will go "off" the screen; which makes it very hard to read (like, if I only posted the right left half of this post, would that be "helpful"?)
