Spying, taxation and growt

I've noticed that the money you can spend in spy is depending on taxation sould'nt be dependent of expenses instead ? Big empire with lot of happiness because of the taxes reduction with a good economy would'nt be able to have good spying what looks illogical.

I used my old economic strategy of removing all taxation for the first turns witout diminutions of expense to make pop grow faster, I noticed that they don't I guess it is because of the new super ability "super breader" I am right ?

big empires with lots of happiness and low tax don't earn much money thus cannot make allot of spies, seems logical to me.

Don't you think if I lower tax is because I've an already good economy to allow a lot of spies and I just want more happyness ?

Narakir is quite right, some features of the economy in GalCivII seem to be tied to your taxation level, not the amount of money you actually have to spend. I think it applies to bonus production as well.
