Why are the minor races still so stupid?

Why is it that even in version 1.4x the minor races do the stupidest things? It's aggravating to see them do things such as building a fleet of freighters and constructors that just sit in orbit around an otherwise defenseless planet. And when I try and gift several fleets worth of warships to a minor race (just to help their noble fight against a race that is encroaching on them) those gifted ships just sit there unused in my home region until the minor race is eventually overrun.

Is there some setting I can modify in the minor race .txt files to enable them to have a clue of some sort?

I've tried gifting minors ships in the past , but gave up since they won't use them. At first I thought it was a range thing, so I moved a ship near them and gave it to them. Still just sat there till they were destroyed. It does seem they were more aggressive in the past. There's five I think in my current game and they didn't even grab nearby resources, like they used to always do. Their constructors came out, went to the resources, but was too late in every case.maybe I'm just getting quicker.

In my current game I'm surrounded by minor races, 4 within two sectors of my Homeplanet. Nice for trading. I try to keep them out of harms way and they build up starbases nicely. But suddenly one of them just declares war on me, for no reason whatsoever. So, I thought before I wipe them out in one turn, I might as well contact them and see what's up. Immediately they beg for their lives and give me everything they have (except their homeworld). Guess they had a little coup with their government to get back on my good side

Apart from that I think they act well, but not as aggressive as they used to. And I've never seen them use the ships I gave them either, too bad.

Usually the star system they are in is close to some very prestine and high PQ worlds(at least in my game), they could have easily colonized those worlds before anyone else but nope they just sit there, kinda depresing. I mean they could at least colonize the world in their own system which they still wont do.

Yup for some reason the latest build does seem to have 'dumbed-down' the minor races. Seen as i really like the minors and would like to see them expand it does break my heart to see them act this way

Query....wouldn't it be possible to make minor races more active/aggressive
by modding/adding "techs" (tweaking) their profiles in the RaceConfig.xml file.
i.e. adding Stellar Cartography and Galactic Warfare for instance?

Nope, that has been tried and the darn things dont do anything. Something to do with the AI the minors use has the expansion ability removed

I just grabbed the DA beta... I'm curious whether the Minor Races are still functionally retarded in that one. Anybody know offhand?

Tried to figure that out last night and was disappointed. I used a medium galaxy with the maximum number of minor races selected and only one major opponent selected. The game spawned only one minor race that did next to nothing throughout the entire game. It did not trade even though it had the technology to do so. It had a colony ship and constructor and although it had the opportunity (time and space) to use them, it did not. Despite being given a variety of offensive weapons technology (lots and lots of Stingers and Harpoons), it did not produce a single starship. Perhaps this is one of the AI issues our Stardock friends are working on...
