Bug?
1% Approval - Stuck !

Hiya,
Been playing 1.4X w/ Collectors Ed, but no mods... and approval has crashed down to 1%. I had lost control of the senate for 3 elections, due to some silly Star Democracy thing that got voted in. But even zeroing out my taxes has still left me with a -2000000000% native ability modification on my approval.
What gives?
Bug?
I will make a save of the game incase I should submit it, and its not like I want to salvage the game it happened in very badly, but I do want to avoid that in the future - and if its a bug - to report it for a fix.
