If I have reached Advanced Level in espionage against some empire and then stoped to finance spy operation, will this Level remains until game's end?

Yes. Once you've reached advanced, stop spending.

Yes, advanced is the highest you can go, and will steal tech periodically.

I've never seen minor races get a bit uppity after the "After working with the minor race of X...X are particulary interested in procuring our star systems" message.
