Unused abilities

I have a question for Stardock about the unused abilities. Currently, there are abilities, Crime, Cabinet, and Government, which are not used. I would like to know what they were supposed to do originally, and if they can be modded in. I would appreciate any answer you can give me.

The unused abilities were dropped back in the beta and earlier, and AFAIK have no effect in the game (nor can they be made to have one).

O'rly? Governemnt can be used to force the Ai to choose a certain government in the RaceConfig.xml

I didn't say that the abilities he listed were the unused ones, just that the unused ones are in fact not used

What I really want to know is what those traits I listed actually do.

I have found that the government ability makes it easier to keep the senate under your political party. But what about the others?
