No, just attack them.

Not at the moment, no (though you may be able to go about it roundabout, by giving another race 'attack... race' in trade).

It bothers me that I can't just attack minor races, but my AI opponants can.

What are you talking about??
Care to elaborate???

I mean, I can invade them and fight them just like anyther Major race, AFAIK.

You can attack minor races the same as anyone. I do it any time I want. Sometimes I like to keep one around as a trading partner, but otherwise I go for them when the time is right. I've even had minor races declare war on me (to their regret  )

Exactly Shamgar, there fodder for my eating anyways, but nahhh, most of the time I make them my allies, just cuz they provide a secure trading partner when the going gets rough, In fact my personal mission by mid-end game is to protect this races, if some1 attack them they'll regret it!!! >=]

They also provide cheap technologies if your allied with them, especially if that Event happens, the 1 where it say "The (X RACE) Have Stolen (Y RACE)'s techs and are willing to Trade them, but they want planets."

I never give them planets, sometimes if theyr at war with a nmajor race and are close to their enemies planets, I gave them 1 of my low class planets, like a class 4 or 5 planet just to keep them around if their homeworld is close to being conquered, then give them another far off planet "within" my borders , and that way we can keep trading.

Looks like I'll have to dive into more detail about my problem with not being able to attack minor races and then file a bug report.

If you made an alliance with a Minor, you cannot break that alliance unless another race declares war on that minor and you refuse to aid them. If you are in al alliance, then you cannot attack.

What exactly is the question? Now I've never "decleared" war on anyone but once in a while I will "declare" war on opponents, hee hee. Seriously, just attack them. Never had an issue with attacking anyone in the game, majors or minors, so get to flogging soldier... or you will be FLOGGED.

sidenote: I don't even think that you can "declear" a forest, can you?
"Good lawd I do declear..."

Something I haven't seen in GalCiv2 yet, but I remember from GalCiv1, was the Senate overriding my intent to declare war. They CAN stop you, but that would take some doing.

Nope, had that happen a LOT before I'd figured out how to work approval. If you have an advanced government and low approval, you aren't going to war.

Makes sense, I've been a lot more conscious about approval ratings since I've switched over to GC2.
