How do you make a political party?

I've been trying to make a political party, but there are some things that stump me.

First, how do I read the bonuses? All I see is 10:20 or 14:1. What does this mean in English?

Second,Penalty?? I didn't know there was even a penalty in the parties. ?14_-20?

Can somebody please help me out?

PS I have checked out the galciv wiki. Nothing.

Each X:X pairing is [Ability ID]:[Amount of Bonus].

The penalty is applied when your party is out of power (i.e., you lost an election).
