Friendly->Close? Nope. Not for me

'allo peoples. I have given ungodly sums of money, tech, and trade routes, as well as constructors and fighters for the an agression to push back the Yor (back! Back I say you vile machines!) and yet, no alliance. They got my back when I wanted the Altarians gone after I destroyed their 11 Ship fleet massing near my Deep Space North Station 2 sectors away from my Outer Worlds, we both have that lovely, lovely tech....
I gave a few 100BC and we were at friendly and then came the "better relation" message, but guess what, I'm still on Friendly!
Please! Help! I have a 140% bonus, Galactic Bazaar, and I practically own the UP, my fleet is considerably week and outdated by 4 years or so, but the Terrans have always aided me! I want it in writing though...

Build up your military. A strong military improves relations. They don't want to ally with someone who's just going to call for help at the first sign of trouble. What do they get out of it?

Also, trade helps.  Get all the trade techs and get all your routes with the Yor and start building economy starbases with the trade modules along the trade route.  The more money the Yor get from you, the more they will like you.  You can check the reports on the Trade screen to see how much of their income comes from you.

I have now 12 ships with over 140 attack power, and more than 100 ships in total. I still get the "relation up" message from Friendly to Close, but it never happens. And I want the Terrans. Not Yor.
The bug is that I get the message going from Friendly to Close, but it doesn't show up in the foreign relations screen.

That's exactly my gripe about alliances. When you are friendly with a race and they tell you they are improving relations, they should do what they say and move relations to close. Otherwise, what's the point of them saying it in the first place?

I've been having the same problem. Just to check, I started a game on cakewalk difficulty, tiny universe, max points in diplomacy and 1 extra trade route. I've maxed trade techs and routes, maxed diplomatic techs + got the trade good and wonder built, all my trade routes filled with another civ (we're both good alignment), I'm the only one with any warships so my military rating is 300 to their 0s, and I've given the AI about 30 techs, plus most of the trade goods. I've seen the foreign relations screen message about 3 times so far since they became friendly, but no effect. What exactly do I need to do to get them as allies?

The worst part is, another AI I haven't been giving anything to just randomly upgraded from friendly to close. I have no idea why.

What are the alignments of all the involved races?

I was playing as the altarians, alignment good. I was trying to ally with the torians, alignment good. The arceans (alignment neutral) changed from friendly to close relations.

All of the advice given has been very good, and if you follow it you will generally have a good result. Sometimes, however, it just won't happen. If you have mutual borders, or are exerting fairly strong influence over them, then it is very difficult to get them to buddy up. It's possible, but there have been instances where no matter what I did, I couldn't ally. I assume that you are playing 1.4x. It is the hardest version of all regarding alliances. The rules have been relaxed a bit in DA, so if you enjoy a diplomatic style of play, you should be pleased.

What would fix all this is a much more detailed information list on what is affecting AI attitude.

Who would agree that the plus and minus list as it is now in DL is quite innadequate?

Oh well. I'll just switch to subverting/conquering everyone. Currently I'm playing an epic, suicidal game, so alliances weren't likely anyway.
