United Planets Constructive Suggestions

Hi all,

I love GC2 but my only real gripe with it at the moment is how the United Planets section works.
rather than explain and whine about what I dont like about it, i'll just provide my suggestions into how i believe it would work better and be more fun to play.

1. At the beginning of the game, no races should be a member of the United Planets
2. To bring the UP into existence in the game a race need to research a yellow tech for it (the tech would be after universal translators).
3. This new tech would allow the building of a galactic parlement building (super project).
4. The first & only race to build this would gain a perm +10 - +20 influence bonus
5. Through the diplomacy screen the race who build the parliment would have the ability to invite other races to join the GP
6. Only races with universal translator tech would be allowed to join.
7. Once a race joins it recieves the ability to also invite other races to join the FP
8. Minor races would also be able to join
9. The normal yearly votes would then begin, but only with current members present.
10. Votes would only affect the influence space held by the members of the GP
11. Taking it in turns e.g. once every X years (x being the number or races in the GP) you would be able to select from a drop down the issue you would like people to vote on.
12. member races could vote to eject other races from the GP if they thought they were too much trouble etc.


well i think you get the idea anyway.

I also have a couple of suggestions for additional issues to vote on:

1. A ceasefire : A vote on how many turns combat must cease (not ending a war)
2. Tech sharing with less well developed races, where the vote would be for a % of tec research to be shared
3. choosing to evict a person from the UP voting
4. voting on sanctions on races who are "playin up"

Basically you are asking for more in-depth diplomacy, correct?

I would like to be able to che elected control of and be able to select the options for the United Planets at some point.

Sounds good. I love the idea. I'm sure someone will find something wrong with it, but since this is constructive critisism, you're ableto adapt you suggestions, arn't you?

I like all of those ideas...

I'd suggest not tying trade in to UP as well. I'd also want an option to turn UP off.

The UP is one area that is good and in a useable form but alot more could be done with it. It is basically a rehash of GCI and GCI AP. The ideas are you have are good.

At minimum I would like to see the wording for the trade resolution fixed.

Count me in for UP upgrades along these lines (though I'm guessing it would require AI enhancements to deal with it correctly). Anything that adds to diplomacy gets a from me!

one thing i would really like to see in the UP is the ability to speak to the other races before a vote to see which way they are leaning, maybe bargain to gain their vote in your favor, because right now it feels like a crapshoot as to whether or not you get what you vote for, and seriously, shouldn't the smaller influence civs be able to tear a vote away from the larger civs with cooperation? this would be possible with the ability to discuss a resolution before voting on it... maybe announce the upcoming vote (or votes, i've always found it strange that the UP meets once a year to vote on ONE thing) a month in advance and then allow a special diplomacy dialogue relating to the UP and the AI's thoughts on it, inlcuding trading techs/Bribing with money for assurance of their vote (this could lead to some nasty backlash if the AI pulled one over on you... hehe)

It doesn't work that way anymore. I think that changed in 1.3. Now when the first UP council happens you have diplomacy options with all major races. Correct me if I'm wrong about that.

As for the original post, I like some of the new ideas. I also would like to see more done with the United Planets in the future.

I probably would take a lot of work to implement RE: AI behaviour

Any in response to drakonfire, you can technically get people to vote with you in a round about way. if you want their support for a voting issue.... a few turns before the UP votes, simply issue a diplomatic trade with the race and "purchase" influence points from that race. if you have a nice bank account the AI will be pleased for the trade. you gain more influence points for the next vote, and you also increase you friendship with the race for "trading".

I that any change in this direction would engross players into the game and its universe even more. the different behaviours from races would also show out a lot more. for instance when it came to an "evil" race chosing the voting topic, they would tend towards selecting a war like issue. neutruals would pick trade & good races may pick humaintarian issues etc.

It think it would be even better when the expansion comes out and you have your own races in their. it would probably require more "tweaking" options though for when you design the races and thier diplomatic behaviour.

Very good ideas. One can also look at how the council stuff works in Alpha Centauri and MOO3 and get ideas.

You have my support that is for sure.

The one thing I would like to see are more options on what goes up for the vote.
I hate when I see the UP vote on the same stupid starbase module bill 3 years running. Adding some spice would make it great. For instance.

1. Civs only allowed to spend X bc a week for Military spending.
2. Civs having to disarm or scale down military might for one reason or another.
3. Civs having to work together to complete a certain task by a certain date to avoid a penalty of some sort.

Things to spice the game up in general when talking about the UP. Also maybe having more than one vote per year. Maybe have one quarterly. More of an impact.

Just some more ideas.
