Babylon 5 planet killer HELP

I still cannot get the vorlon planet killer when i'm the vorlons and i get it when i'm the shadows.Plus there seems to be no shadow death cloud(planet killer) that dosen't seem fair and yes i'm a good boy when i use the jellyfish(vorlons)

Why are you playing nice with the Vorlons? They're right nasty buggers - they use planet killers!

I found out in order to get a vorlon planet killer you must be evil with any race and then you may build it.But I can still beg for a shadow planet killer in 4 PLEASE with a cherry on top.
