Opponents just sitting there

I was just wondering if this has happened to anyone else. I have played four games so far, starting at cakewalk and then progressing one level of difficulty as I go. For some reason, gigantic map, I come across all of these great planets, alot of them in the AI's solar system or very close, but the computer doesn't seem to notice them. No matter how long into the game I am, I can still come across high PQ planets that are definitely within the AI's area of reach. The AI does do some sneaky things with respect to slipping in a constructor or two to snatch a nearby resource, but that's it. It's almost as if the computer is content to stay on the homeworld, maybe pushing two or three colonies out early on, then that's it. Again, it's no big deal but I just wondered if it was the difficulty setting or what. Also, when does the AI begin to get bonuses, after the NORMAL diff or what? Thanks

If you've got it set at or near cakewalk, that explans it. When the AI is set at or near it's lowest settings it is pretty much entirely incompetent.

At Normal the AI is still not at full potential (it's economy is at 75% and it still has some algorithms locked). That setting is just called that because that's where the AI is expected to equal an average player. You have to go up another couple of notches before you get the AI at 100% (they'll be individually set at Intelligent). Once you pass that point, the AI finally begins to get bonuses.

Another example of "just sitting there", at Normal setting I find time after time that AI planets produce scout ships but don't launch them; they just sit in port filling up docking space (I've seen five scouts in port a number of times). Is that expected behavior or should I file that as a bug?

I wish the percentages for each level were given. I think they have changes
from 1.2. And certainly from the manual.

this might be a bug.
on "tough", the AI is still totally inept in a game im playing.
and im not the only one encountering this.
there is another thread under bug reports: "galciv II difficulty problem in 1.31" about this issue.
the AI drops from 80% effectiveness to 15% in that case. that might explain its astonishing dumbness.
