Does one's alignment matter when trying to forge an allanice?

I'm currently playing a game where I want to win by forging alliances with all non-evil civs, then take out the evil civs and win through a alliance victory. I started the game with the Terrans already my allies and over time have forged an alliance with the other good races in the galaxy. I have an alliance with every non-evil race except the Arceans.

My relations with them are friendly and yet I'm still un able to forge an alliance and to make matters worse, I only recently barely managed to ward off an attack by the Drengin who are slowly rebuilding their military to try and take back the worlds I took from them and gave to the Carinoids. The Carinoids should be able to hold off the Drengin for a while without my aid, but I really need that alliance with the Arceans. I've had of them in all techs excepts for mass drivers(guns) do I have to get a head of them in that before I can forge an alliance or do I still have to keep giving them gifts?

please help if you can?

your relations need to be "close i think and both of you have to have the alliances tech

Technically you're supposed to need 'close' relations with an alien to ally (for some reason it's been allowing it at friendly in most cases since 1.1... AFAIK this is *not* intended). So you may just need to work a little harder at butterinng them up first.

Well from my experience.... If you have a military rating far greater then the empire your trying to ally with they usually do what you want, and yes your ethics do matter, also if you were to say, bomb them into submission and sign a peace treaty with them, they will probly stay at neutral. Then give them some money, technology and maybe a class 5 or 6 planet and they should be friendly, and with there military destroyed they will most likely accept your alliance. I have noticed that the Torian and the Acrean are quite stubborn when it comes to alliance's. But the fail safe way to ally with the good races even if you are evil would be to set them to ally before the game even starts. And one more thing, the Acreans are a neutral race and that might be why they wont ally with you, its somewhat like being the Altarians and trying to ally with the Drengins, just wont happen unless like I said you bomb the crap out of em.

Just consider the arceans a enemy that must be eleminated. Keep good relations with them and hold off the drengin until when you're done with them them eliminate them or just give them every piece of weapons you got. If you bomb the crap out of them then they won't be of any use to you as your ally and would also weaken your military. Then pay the evil races to be done with the arceans. This would give the drengin distraction. Then when they least expect it declare war and strike at them.they'll be begging for peace(or not if you're a bad military general and planner)and you know the rest.

Well wether or not you like the Arceans, constant gift giving isnt the way to go. The AI has built into its code to start to ignore constant gifting if you do it every turn. I suggest you save up some tech and cash and then hit em with a gift bomb (at least 12K plus some very choice techs)

The AI has been allowing alliances at "friendly" but to get there a similar ethical alignment to the race you want to ally with makes it much easier. In addition having a strong fleet, good diplomacy skills, and the treasury for gifting helps greatly in forging alliances.

"Bombing the crap out of them" is the loooong wayt of forging an alliance I suggest you if you want a decent ally you dont attack them because it will take MUCH longer to make them friendly/close to you.
