Default Political Party for each race?

Hello,

Is it normal that the Federalist party is the default political party for all racees in the customization screen, when starting a new game?

Yes. You as the player are expected to change it when you start the game (assuming you don't just want to play Federalist), and IIRC the AI civs get random parties assigned each game.

that is just for the human controlled race. The one chosen for the AI races generally change from game to game
