Cannot Upload Personal Icon

I cannot seem to upload a personal icon image. The image is 50 x 50 and in .jpg format, yet it won't upload. Instead I get a new screen that shows me the following error info:

Server Error in '/' Application.
The process cannot access the file 'E:\StardockForums\!!Temp\Wh1te Out-615-1-bessel.jpg' because it is being used by another process.
